On the Record: Nov. 27, 2017

Assault

• At 2:43 a.m. Saturday, Kenneth Standring II, 20, of Portland, was arrested by the Seaside Police Department on the 900 block of S. Holladay Drive and charged with fourth-degree assault, strangulation and harassment. He was allegedly involved in a domestic dispute.

DUII

• At 8:29 p.m. Saturday, Alisa Zorich, 40, of Astoria, was arrested by the Oregon State Police on Old Highway 30 and charged with driving under the influence of intoxicants, harassment, possession of a controlled substance, reckless driving and resisting arrest. After police responded to the Knappa Market, Zorich allegedly grabbed an officer by the wrist and taser holder. Zorich refused a breath test and a blood sample was drawn.

• At 1:21 a.m. Monday, Christopher Edward Carr, 36, of Albany, was arrested by the Oregon State Police on U.S. Highway 26 and charged with DUII and tampering with physical evidence. Police found Carr asleep behind the wheel of a red Chevrolet Silverado stopped on the side of the road with its headlights on and the engine running. After his arrest, Carr allegedly tampered with a urine sample. His blood alcohol content was 0.00 percent, but he failed field sobriety tests. A blood sample has been taken.

Assault

• At 9:16 p.m. Friday, Joshua James Lang, 29, of Canby, was arrested by the Astoria Police Department on the 220 block of W. Marine Drive and charged with fourth-degree assault, unlawful possession of a firearm with intent to use and menacing. Lang allegedly hit someone in the chin during a fight near the Triangle Tavern. The alleged victim was stopped by Lang’s friend as he tried to run after him. Soon after, Lang allegedly grabbed a hunter’s rifle from a vehicle but left when the victim called police.

• At 4:48 p.m. Sunday, Jacob Martin Kitzman, 26, of Warrenton, was arrested by the Astoria Police Department on the 750 block of Astor Street and charged with fourth-degree assault and second-degree disorderly conduct.

DUII

• At 1:58 a.m. Sunday, Shana Lee Powell, 33, of Astoria, was arrested by the Astoria Police Department at 32nd Street and Marine Drive and charged with driving under the influence of intoxicants.

• At 8:38 p.m. Tuesday, Adam Brent Keeler, 36, of Astoria, was arrested by the Oregon State Police on U.S. Highway 30 near Burnside Loop Road and charged with driving under the influence of intoxicants. His blood alcohol content was 0.14 percent.

• At 1:10 a.m. Wednesday, Bryan Opbroek, 28, of Astoria, was arrested by the Warrenton Police Department near the entrance to the Warrenton Mooring Basin and charged with DUII and refusing a breath test.

• At 12:13 a.m. Thursday, Isaac Timothy Ragan, 22, of Warrenton, was arrested by the Clatsop County Sheriff’s Office on Broadway Street and Wahanna Road in Seaside and charged with driving under the influence of intoxicants.

DUII

• At 7:21 p.m. Friday, Christopher Michael Peterson, 24, of Warrenton, was arrested by the Warrenton Police Department on the 650 block of N. Main Avenue and charged with driving under the influence of intoxicants. Police stopped him after he allegedly ran a stop sign.

• At 6:36 p.m. Sunday, Levi P. Pattison, 23, of Vernonia, was arrested by the Oregon State Police on Oregon Highway 103 in Jewell and charged with DUII. Police originally responded to a report of a truck in a ditch on the side of the road. No injuries were reported, but Pattison’s blood alcohol content was 0.08 percent.

• At 8:38 p.m. Friday, Brenda K. Auran, 50, of Gearhart, was arrested by the Clatsop County Sheriff’s Office on the 88860 block of Blue Heron Road and charged with fourth-degree assault and harassment.

Harassment

• At 6:12 p.m. Thursday, Joseph W. Woidan, 38, of Astoria, was arrested by the Astoria Police Department on the 260 block of Alameda Avenue and charged with harassment. He allegedly pushed a woman during a domestic dispute.

• At 9:52 p.m. Saturday, Ashley Ann Bagley, 28, of Seaview, Washington, was arrested by the Astoria Police Department on the 990 block of Marine Drive and charged with harassment, second-degree disorderly conduct, second-degree criminal mischief and resisting arrest. She also had a warrant for her arrest. Police responded to a report of a Merry Time Tavern patron refusing to pay her tab. They arrived to find Bagley yelling and thrashing around in a car outside the bar. As an officer arrested her, she allegedly damaged a body camera. After being taken to a hospital, Bagley allegedly hit an officer in the hand as he tried to prevent her from hitting a nurse.

Assault

• At 4:25 a.m. Friday, Tayia Laprairie, 19, of Seaside, was arrested by the Seaside Police Department on the 1570 block of Lewis and Clark Road and charged with fourth-degree assault. She was allegedly involved in a domestic dispute.

• At 12:01 a.m. Monday, Hector Menacortez, 25, of Lynnwood, Washington, was arrested by the Warrenton Police Department on U.S. Highway 101 and Dolphin Avenue and charged with driving under the influence of intoxicants. His blood alcohol content was 0.11 percent.

Assault

• At 3:14 p.m. Thursday, Misty Romero McBride, 41, of Hammond, was arrested by the Seaside Police Department on the 500 block of S. Roosevelt Drive and charged with fourth-degree assault, unauthorized use of a motor vehicle and harassment. A caller reported the a pickup truck his girlfriend was driving had been stolen from the Safeway parking lot. He later spotted the truck as it was returned to the lot. McBride allegedly claimed she was given permission to borrow the truck and went to get something before returning. The man then used his own car to block McBride and the truck in a parking spot, allegedly leading her to bite him.

Assault

• At 6:09 p.m. Sunday, Erin Prewitt, 35, of Astoria, was arrested by the Astoria Police Department on the 1400 block of W. Marine Drive and charged with fourth-degree assault, harassment and second-degree disorderly conduct. Prewitt allegedly was involved in a domestic dispute. The alleged victim sustained scratches to his face.

• Kathleen Sue Graham, 75, of Beaverton, was arrested Friday on U.S. Highway 26 near milepost 14 by the Clatsop County Sheriff’s Office on one count of driving while under the influence of intoxicants.

• Esther Larita Charlotte Morton, 39, of Seaside, was arrested Sunday near 5th Avenue and Necanicum Drive by the Sheriff’s Office on one count of driving while under the influence of intoxicants.

• Andrew Edward Richardson, 30, of Astoria, was arrested Sunday on U.S. Highway 30 near milepost 88 by the Oregon State Police on one count of driving while under the influence of intoxicants.

• Urian Lewis Robinson, 43, of Seaside, was arrested Saturday by the Seaside Police Department on one count each of fourth-degree assault and strangulation after police responded to a report of a domestic disturbance at 1703 12th Avenue.

• Braddly Ryan Lundberg, 22, of Warrenton, was arrested Sunday by the Sheriff’s Office on one count each of fourth-degree assault, harassment and strangulation. Lundberg had been brought in for questioning regarding an earlier alleged assault of a woman at 92294 Whiskey Lane in Warrenton.

• Edna M. Viles, 51, of Seaside, was arrested Sunday by the Sheriff’s Office on one count each of fourth-degree assault, harassment and violation of a release agreement. Viles was originally arrested for assaulting a roommate at 1111 Broadway in Seaside, and later re-arrested for violating a no-contact order after returning.

• Layna Ashley Scarborough, 28, of Seaside, was arrested Sunday by Seaside Police on one count each of fourth-degree assault and harassment. Scarborough had allegedly been in a physical disturbance and caused an injury to her mother’s arm.

• Justin Jose Escalante, 24, of Portland, was arrested Tuesday by Seaside Police on one count each of fourth-degree assault, felony hit and run, reckless endangerment, third-degree robbery and unauthorized use of a vehicle. Escalante allegedly stole a vehicle, knocking down the owner in the process, and later surrendered in the parking lot of the West Lake Chinese Restaurant.

Boat prowler fleeing from police drives pickup off Astoria pier into Columbia River

A man fleeing from police had to be rescued Wednesday after driving his pickup off a pier at North Tongue Point and into a side channel of the Columbia River.

Timofey Erofeeff, 27, from Scotts Mills in Marion County, had been spotted trespassing on boats. Officers made contact with him about 10 a.m. as he was driving a red F-150, police said.

They decided to charge him with second-degree criminal trespass and were advised to take him into custody for a Deschutes County parole violation. He took off as they approached his truck to make the arrest, starting a short pursuit.

Officers did not follow Erofeeff when he drove onto a pier, but he continued and launched the pickup off the end into the Columbia before exiting the vehicle. He swam out a couple of hundred feet into the frigid river. The Coast Guard was called and prepared a helicopter to rescue him, but the mission was called off when he swam back.

The pier was too high for Erofeeff to be reached by responders, who passed him a life jacket and flotation ring. Fishermen on the nearby vessel Pacific Wind responded to rescue him. Employees from nearby shipwright WCT Marine & Construction Inc. pulled him out of the water into a skiff and brought him to shore.

All told, Erofeeff spent about 20 minutes in the icy water.

“I’m thankful the men from WCT Marine and fishing vessel (Pacific Wind) were there and willing to help,” said Deputy Astoria Police Chief Eric Halverson. “Mr. Erofeeff should be thankful too.”

Erofeeff was taken by Medix Ambulance Service to Columbia Memorial Hospital, treated for hypothermia and released to an officer.

He was eventually lodged in the Clatsop County Jail on charges of second-degree criminal trespass, parole violation, interfering with a police officer, attempt to elude a police officer, reckless driving and third-degree escape. He has previous arrests in Clackamas County for burglary and Deschutes County for theft.

A fuel sheen was visible where Erofeeff entered the water. The police have been in contact with the Coast Guard about retrieving the vehicle, but have not formulated a plan yet, Halverson said. Divers were attempting to locate the vehicle Thursday.

“It’s in the river for now,” Halverson said.

• Joel Merrill, 30, of Seaside, was arrested Wednesday by the Seaside Police Department on one count of fourth-degree assault after allegedly assaulting his girlfriend.

Truck removed, driver indicted after failed Columbia River escape

Timofey Erofeeff was indicted on several charges Thursday after an attempted escape from police into the Columbia River, while his red Ford F-150 pickup was lifted out of the water by a crane at North Tongue Point.

Erofeeff, 27, from Scotts Mills in Marion County, was observed Wednesday morning trespassing on boats at North Tongue Point and was approached by officers Kevin Berry and Thomas Litwin of the Astoria Police Department.

In a court document, Berry described approaching Erofeeff’s pickup to arrest him after learning he also had a parole violation from Deschutes County.

“Erofeeff proceeded to take off at a high rate of speed straight away from me,” Berry said. “Erofeeff turned onto a dead-end pier and began accelerating. Erofeeff launched his vehicle off the end of the pier, into the Columbia River at a rate of speed I estimate to be about 45 mph.”

Erofeeff left his sinking vehicle and started swimming across a side channel of the Columbia toward an island about one-third of a mile away. He began to struggle, and the Coast Guard was called for a possible rescue. But he made it back to the pier, where he was thrown a life jacket and ring and eventually rescued by employees from nearby shipwright WCT Marine & Construction Inc.

He was taken by ambulance to Columbia Memorial Hospital for minor injuries and hypothermia.

“When I asked him why he took off in his vehicle, he told (me) he knew I was going to arrest him and he thought to himself, ‘I’m not getting arrested today,’” Berry said.

During a videoconference Thursday from Clatsop County Jail, Erofeeff was indicted by Deputy District Attorney Steven Chamberlin on one count of first-degree burglary, a Class A felony, for attempting to steal from the moored vessel The Zephyr, and another count of attempting to elude police with a vehicle, a Class C felony. He also faces misdemeanor charges of reckless driving, refusing to obey a police officer, third-degree escape, second-degree criminal trespassing and offensive littering for the truck, fluids and debris in the river.

“It was just a long, arduous process finding the truck,” Jeremy Milligan, a shipwright with WCT Marine, said of bringing in a diver to search underwater.

After locating the pickup, WTC Marine brought a crane out on the pier, hooked the truck to a tow hitch and lifted it onto the dock. The Coast Guard’s Incident Management Division oversaw the removal but ordered no ongoing cleanup. The truck was taken by Classic Towing to a yard in Miles Crossing.

Bail was set at $75,000 for Erofeeff. He is scheduled for an arraignment on the indictment early next month. Kris Kaino was appointed as his defense attorney.

• On Monday, Matthew Ayres, 35, from Portland, was arrested by the Clatsop County Sheriff’s Office for driving while under the influence of intoxicants. He was pulled over at 27th Street and Marine Drive and registered a 0.19 percent blood alcohol content.

• On Monday, Mario Mutis, 31, of Seattle, was arrested by the Oregon State Police for DUII. He was pulled over at Marine Drive and Sixth Street in Astoria and registered a 0.28 percent blood alcohol content.

• On Monday, Ruben Perez, 47, was arrested by the Astoria Police Department for DUII, failure to carry a license and reckless endangerment. He was pulled over at 10th and Commercial streets and registered a 0.20 percent blood alcohol content.

• On Sunday, Paula Arceneaux, 58, from Hammond, was arrested by the Warrenton Police Department for DUII. She was pulled over at Main Avenue and First Street in Warrenton and registered a 0.13 percent blood alcohol content.

• On Sunday, Tyler Duvall, 44, from Portland, was arrested by the Oregon State Police for DUII. He was pulled over on U.S. Highway 101 in Astoria, failed a sobriety test and registered a 0.06 percent blood alcohol content.

• On Sunday, Jose Saucedo, 20, from Long Beach, Washington, was arrested by the Clatsop County Sheriff’s Office for DUII. He was pulled over in Astoria and registered a 0.18 percent blood alcohol content.

• On Sunday, Brian Young, 44, from Washington state, was arrested by Oregon State Police for DUII. He was pulled over on U.S. Highway 101 in Warrenton and failed a field sobriety test.

Endangering a minor

• On Saturday, Michael Alfred Amick, 25, and Lisa Neaman, 36, were arrested by the Warrenton Police Department on one count each of first-degree child neglect, endangering a minor, reckless endangerment, unlawful possession of heroin and unlawful delivery of heroin. The two were stopped near the intersection of Ridge Road and Ninth Street.

A search by Warrenton’s German shepherd K9 unit Gabe found heroin, needles and paraphernalia inside a diaper bag, according to Chief Mathew Workman. The Department of Human Services took custody of a 1-year-old child. Neaman also received a charge of tampering with evidence after trying to swallow heroin during the arrest, Workman said.

Assault

• On Sunday, Alliana Bruton, 20, was arrested by the Astoria Police Department on one count each of fourth-degree assault, disorderly conduct and harassment. A transient in Astoria, Bruton was arrested at Eighth Street and the Astoria Riverwalk for assaulting a 19-year-old male, also listed as a transient, said Astoria Deputy Police Chief Eric Halverson.

Theft

• On Friday, Samuel Johnson Jr., 27, was arrested by Astoria police on one count each of first-degree criminal trespassing, third-degree theft and a parole violation. The charges were related to the Dec. 15 theft of food from Columbia Memorial Hospital after previously being trespassed, Halverson said.

• On Monday, Paul Selvy Jr., 39, was arrested by Astoria police on one count each of first-degree criminal trespassing, third-degree robbery and second-degree theft. Selvy allegedly stole a wallet from a cab driver Thursday at Madison Avenue and Eighth Street, Halverson said.

DUII

• On Tuesday, Todd Voelker, 49, of Portland, was arrested by the Oregon State Police for driving while under the influence of intoxicants. State police responded to a vehicle in a ditch at milepost 2 on U.S. Highway 26 near the interchange with U.S. Highway 101 with Voelker, a 30-year-old woman and a male infant. Voelker was taken to the Seaside Police Department, where he registered a blood alcohol content of 0.08 percent. The passengers were provided a ride by the Cannon Beach Police Department.

• At 2:21 a.m. Tuesday, Christopher Eugene Green, 28, of Graham, Washington, was arrested by the Seaside Police Department at 300 N. Prom and charged with fourth-degree assault. He allegedly punched a woman in the face during a domestic dispute.

DUII

• At 8:59 a.m. Wednesday, Blake Charles Painter, 38, of Astoria, was arrested by the Astoria Police Department on Ninth Street and Jerome Avenue and charged with driving under the influence of intoxicants, unlawful possession of heroin, tampering with physical evidence and reckless driving. An officer allegedly saw Painter smoking the drug while driving, and he later hid the paraphernalia in the car prior to stopping.

• At 1:25 p.m. Tuesday, Richard Clayton Palek, 49, of Astoria, was arrested by the Astoria Police Department on Marine Drive and Exchange Street and charged with driving under the influence of intoxicants.

• At 1:01 a.m. Wednesday, McKinley Koshka Abundis, 24, of Port Orchard, Washington, was arrested by the Clatsop County Sheriff’s Office at Seventh Street and Olney Avenue and charged with DUII.

• At 8:38 p.m. Thursday, Casey L. Schimel, 32, of Kennewick, Washington, was arrested by the Astoria Police Department on the 100 block of Marine Drive and charged with driving under the influence of intoxicants.

• At 11:32 p.m. Saturday, Gina Marie Bizzaro, 53, of Knappa, was arrested by the Clatsop County Sheriff’s Office on the 90 block of U.S. Highway 30 and charged with DUII.
