• At 2:35 a.m. Sunday, Max Santiago Bautista-Cisneros, 22, of Gearhart, was arrested by the Clatsop County Sheriff’s Office near Pacific Drive and U.S. Highway 101 in Gearhart for driving under the influence of intoxicants.

• At 1:27 a.m. Sunday, Tiffany Swibies-Clevenger, 36, of Vancouver, Washington, was arrested by the Astoria Police Department on 95 West Marine Drive for DUII. Her blood alcohol content was 0.10 percent.

Criminal mischief

• At 11:23 p.m. Monday, Christopher Lee Williams, 32, of Astoria, was arrested by the Clatsop County Sheriff’s Office on Ridge Road near Spirit Place Road for criminal mischief, robbery, attempt to commit a crime, disorderly conduct, menacing and unlawful entry into a motor vehicle. Williams was spotted earlier in the night allegedly trespassing behind the Sheriff’s Office. A deputy sheriff then asked him to leave. Later, Williams confronted a man in a vehicle on Ridge Road and asked him for a ride. When the man refused, he allegedly became agitated and damaged the vehicle. The owner of the vehicle then used mace and pulled out a gun to defend himself. Williams then walked away and was arrested by the Sheriff’s Office a short time later.

• At 11:51 p.m. Wednesday, Andrea K. King, 29, of The Dalles, was arrested by the Seaside Police Department on the 300 block of South Edgewood Street for fourth-degree assault. The alleged victim was found with a cut on her head.

• At 12:57 a.m. Thursday, Aubrey Laree Fausett, 33, of Astoria, was arrested by the Clatsop County Sheriff’s Office on the 2000 block of Lewis and Clark Road for driving under the influence of intoxicants.

DUII

• At 7:26 p.m. Friday, Cameron David Gaylord, 37, of Seaside, was arrested by the Seaside Police Department on U.S. Highway 101 near 24th Avenue for driving under the influence of intoxicants. His blood alcohol content was 0.07 percent. After a caller reported a possibly intoxicated driver, an officer pulled Gaylord over. He then failed a field sobriety test.

• At 9:18 p.m. Saturday, Kenneth Warner, 54, of Gresham, was arrested by the Astoria Police Department on the 400 block of West Marine Drive for DUII. His blood alcohol content was 0.09 percent.

• At 10:57 p.m. Saturday, Margaret McCarthy, 25, of Portland, was arrested by the Astoria Police Department on the 100 block of West Marine Drive for DUII. Her blood alcohol content was 0.14 percent.

• At 10:23 p.m. Sunday, Richard Kehoe, 22, of Astoria, was arrested by the Astoria Police Department on the 300 block of West Marine Drive for DUII. His blood alcohol content was 0.12 percent.

Harassment

• At 12:18 a.m. Saturday, Teyl Rund, 26, of Astoria, was arrested by the Astoria Police Department on the 800 block of Commercial Street for harassment. She allegedly slapped someone at Port of Call Bistro and Bar.

Attempted assault

• At 3:05 a.m. Saturday, Casey Schimel, 31, of Kennewick, Washington, was arrested by the Astoria Police Department on the 2000 block of Exchange Street for attempted assault and resisting arrest. Schimel was taken to Columbia Memorial Hospital earlier in the evening after being highly intoxicated. There, he allegedly tried to assault a nurse.

Assault

• At 5:58 p.m. Saturday, Eylea Elaine Goniwicha, 20, of Warrenton, was arrested by the Warrenton Police Department on the 1300 block of Southwest Pine Drive for fourth-degree assault, harassment, resisting arrest and interference with making a report. She allegedly punched her sister in the face and tried to take the phone out of someone’s hands as they attempted to call 911.

• At 7:44 p.m. Saturday, Lorie Ann Crawford, 49, of Hammond, was arrested by the Warrenton Police Department on the 90 block of Tyee Street for second-degree assault and unlawful use of a weapon. Her husband was treated for a cut on his neck from an apparent knife wound.

DUII

• At 5:17 p.m. Wednesday, Sarah Lorraine Rose, 39, of Forest Grove, was arrested by the Warrenton Police Department on East Harbor Street near Southeast Neptune Drive for driving under the influence of intoxicants. Rose was allegedly under the influence of drugs when she rear-ended a vehicle. The front vehicle then went off the road, striking a tree and a light pole. The driver of the front car did not suffer injuries. Rose was taken to Columbia Memorial Hospital, released and then arrested.

Marijuana processors charged with assault, recklessness

William “Chris” West and Jason Oei, the owners of the Astoria marijuana processor that blew up in October, were indicted Friday in Clatsop County Circuit Court on charges of felony assault and misdemeanor reckless endangerment.

District Attorney Josh Marquis said in his indictment that West and Oei had “unlawfully and recklessly, under circumstances manifesting extreme indifference to the value of human life,” caused serious physical injury to Jacob Magley, a worker at the facility who suffered burns in the explosion, by means of the dangerous weapon butane.

Marquis said the two men also created a substantial risk of serious injury to others.

West, 41, and Oei, 44, co-own and operate Higher Level Concentrates, a marijuana processor in the Uniontown neighborhood. An explosion in October rocked the basement they rent from Richard Delphia, gutting the facility and damaging a space rented by Sweet Relief Natural Medicine upstairs.

Magley was sent to a burn unit in Portland for multiple weeks and is suing the two men in Multnomah County Circuit Court for premises liability and violations of the Oregon Safe Employment Act. Magley’s attorney claims West and Oei were making and “dabbing” butane hash oil, which touched off the explosion.

Oei and West, via video teleconference from the Clatsop County Jail, were each charged with one count of second-degree assault, a Class B felony worth up to 10 years in prison, a fine of up to $250,000 or both. Second-degree assault carries a mandatory minimum of at least 70 months imprisonment under the state’s Measure 11 law for major crimes.

The pair were also charged with one count of third-degree assault, a Class C felony worth up to five years in prison, a fine of up to $125,000 or both; and four counts of recklessly endangering another person, Class A misdemeanors each worth up to one year in jail, a fine of up to $6,250 or both. The reckless endangering charges, according to Marquis, relate to the risk that fire and other emergency personnel were exposed to when they responded to the explosion.

“This is not a drug case,” Marquis said during the arraignment. “This is a case of reckless assault.”

West and Oei’s attorney, Macon Benoit, requested conditional release. Marquis said the two men were arrested Friday morning and posed flight risks because of the nature of their business. He requested $250,000 bail.

Oei said he still lives in Astoria and works part time canning at Buoy Beer Co.

“Our company’s not running any more,” Oei said of Higher Level Concentrates. “The building has been condemned.”

Circuit Court Judge Steven Reed denied the release request and set West and Oei’s bail at $250,000 apiece. The two men are scheduled for an early resolution conference later this month.

Marquis, in a statement, said Higher Level Concentrates was authorized by the Oregon Health Authority without an inspection. The district attorney said he believes his indictment is the first state prosecution of a licensed butane hash oil facility involved in an explosion.

The state Occupational Safety and Health Administration has fined Higher Level Concentrates $5,300 for workplace safety violations.

Magley is also suing Sweet Relief, a marijuana store, for premises liability; property owner Delphia and several of his companies for premises liability and violations of employment law; and two companies owned by local cigarette and marijuana store financier John Harper for employer liability law, products liability and general negligence.

Delphia is attempting to have the civil case moved from Multnomah to Clatsop County.

Harassment

• At 2:13 p.m. Thursday, Paul Richard Shoop, 46, of Ilwaco, Washington, was arrested by the Astoria Police Department at 750 Commercial St. for harassment and second-degree criminal mischief. Shoop allegedly broke a window at the post office the day before. He then allegedly hit a post office employee who followed him away from the scene. Shoop was seen walking near the post office the next day and was arrested soon after.

• At 1:23 a.m. Monday, Devon Robert George Campbell, 28, of Wilsonville, was arrested by the Clatsop County Sheriff’s Office on U.S. Highway 101 near Ninth Avenue in Seaside for driving under the influence of intoxicants.

• At 7:56 a.m. Saturday, Stephen Switzer, 49, of Warrenton, was arrested by the Warrenton Police Department on the 400 block of Northwest Ridge Road for second-degree assault. He allegedly broke his girlfriend’s nose.

DUII

• At 4:30 p.m. Saturday, Brandon Albright, 30, of Warrenton, was arrested by the Warrenton Police Department near Coffenbury Lake at Fort Stevens State Park for driving under the influence of intoxicants, driving while suspended, failure to install an ignition interlock device and open container. His blood alcohol content was 0.12 percent. • At 4:30 p.m. Saturday, Geoffrey Brunick, 59, of Warrenton, was arrested by the Warrenton Police Department on Southwest Elm Avenue near Southwest First Place for DUII and reckless driving. He was driving a motorcycle when he ran head-on into a car. No injuries were reported, and his blood alcohol content was 0.21 percent.

• At 9:41 p.m. Monday, Mark Emerson Bair, 62, of Manhattan Beach, California, was arrested by the Clatsop County Sheriff’s Office on the 200 block of West Marine Drive for DUII.

Criminal mischief

• At 1:16 p.m. Tuesday, Edwin Randall Vanosdol, 39, of Astoria, was arrested at the Clatsop County Courthouse by the Astoria Police Department for criminal mischief and disorderly conduct. Minutes earlier, Vanosdol allegedly punched through a window at the U.S. Army Recruiting Station at 818 Commercial St. He allegedly became agitated because he had asked to re-enlist in the Army and was told he was too old.

• At 2:31 a.m. Wednesday, Phillip Thomas Spencer, 36, of Astoria, was arrested by the Astoria Police Department at 33rd Street and Grand Avenue for driving under the influence of intoxicants. His blood alcohol content was 0.18 percent.

• At 6:52 p.m. Sunday, Richard Wayne Stenblom, 71, of Astoria, was arrested by the Clatsop County Sheriff’s Office on U.S. Highway 101 Business near Wireless Road for DUII.

• At 1:21 a.m. Tuesday, Andrea Gowing, 42, of Astoria, was arrested by the Astoria Police Department at 18th Street and Irving Avenue for DUII. Her blood alcohol content was 0.19 percent.

• At 3:30 p.m. Friday, Joshua Ashworth, 25, of Seaside, was arrested by the Seaside Police Department on the 300 block of South Columbia Street for criminal mischief, eluding a police officer and second-degree disorderly conduct.

Assault

• At 9:42 p.m. Saturday, Ashley Barnhart, 28, of Astoria, was arrested by the Astoria Police Department on the 200 block of West Marine Drive for fourth-degree assault and disorderly conduct. She allegedly engaged in a fight with a family member over politics. The alleged victim had a cut on her forehead.

Harassment

• At 9:54 p.m. Saturday, Sadie Belle Mai, 43, of Westport, was arrested by the Clatsop County Sheriff’s Office on the 91100 block of Old Mill Town Road in Westport for harassment.

• At 3:33 p.m. Thursday, Paul Fenimore, 48, of Warrenton, was arrested by the Clastop County Sheriff’s Office on Sunset Beach Lane in Warrenton for menacing and disorderly conduct.

• At 5:37 p.m. Thursday, Shanon Bella Sabey, 35, of Seaside, was arrested by the Warrenton Police Department on the 600 block of U.S. Highway 101 for driving under the influence of intoxicants and recklessly endangering another person. She allegedly was seen slumped over a wheel and driving the wrong way in the Fred Meyer parking lot. Two children were also in the car, and her blood alcohol content was 0.34 percent.

Assault

• A 10:45 p.m. Thursday, Jonathan Lawrence Preuss, 32, of Warrenton, was arrested by the Warrenton Police Department on the 1300 block of Southwest Ridge Road for fourth-degree assault. His girlfriend’s wrist was allegedly injured.

• At 1:49 a.m. Monday, Jamie Dann Atkins, 38, of Portland, was arrested by the Warrenton Police Department at a Fort Stevens State Park campground for DUII. Following a verbal disturbance, she allegedly tried to drive away from the campground.

• At 2:33 p.m. Monday, Marshall Lee McDaniel, 26, of Portland, was arrested by the Warrenton Police Department on the 400 block of Northwest Ridge Road for DUII. His blood alcohol content was 0.17 percent.

• At 1:23 p.m. Tuesday, Derrick J. Shirley, 27, of Oregon City, was arrested by the Seaside Police Department on the 3100 block of Sunset Boulevard for DUII, hit and run, second-degree disorderly conduct, careless driving and failure to install an ignition interlock device. He allegedly hit a car in downtown Seaside before stopping to urinate in a hotel parking lot. His blood alcohol content was 0.09 percent.

Harassment

• At 11:09 p.m. Saturday, Tyler S. Harms, 27, of Seaside, was arrested by the Seaside Police Department on the 200 block of 17th Avenue for harassment. He allegedly made offensive physical contact in a domestic dispute.

• At 8:07 p.m. Sunday, Vint Alan Moore, 56, of Astoria, was arrested by the Astoria Police Department on the 2900 block of Marine Drive for harassment. He allegedly made offensive physical contact with his neighbor.

Assault

• At 11:36 p.m. Sunday, Jeremy Allan Jacques, 45, of Astoria, was arrested by the Astoria Police Department on the 1200 block of West Marine Drive for fourth-degree assault. His girlfriend allegedly suffered cuts on her arm.

• At 12:20 a.m. Saturday, Jeffrey Dale Wells, 54, of Newberg, was arrested by the Seaside Police Department for driving under the influence of intoxicants. He was examined by a drug recognition expert.

• At 9:04 p.m. Saturday, Eric Thor Nyman, 53, of Astoria, was arrested by the Astoria Police Department on Third Street near Lexington Avenue for DUII and recklessly endangering another person. His blood alcohol content was 0.17 percent and an 11-year-old child was also traveling in the car.

• At 5:54 p.m. Saturday, Jeffrey Bray, 63, of Seattle, was arrested by the Seaside Police Department on Second Avenue near North Prom for DUII. The person reporting the incident allegedly saw him drinking beer and blocking a fire hydrant before driving away. He was later examined by a drug recognition expert and allegedly had beer and marijuana in the car.

• At 1:20 a.m. Sunday, Whitney Justine Westerholm, 19, of Gearhart, was arrested by the Warrenton Police Department on Northwest Warrenton Drive near Northwest 17th Place for DUII. Her blood alcohol content was 0.17 percent.

Assault

• At 5:32 p.m. Saturday, Deganawidah Goemen, 39, of Portland, was arrested by the Astoria Police Department on 16th Street near Duane Street for fourth-degree assault. He allegedly struck a man in the face.

Assault

• At 12:58 p.m. Thursday, Roland Louw, 32, of Montgomery, Texas, was arrested by the Seaside Police Department on the 1200 block of Queen Street for second-degree assault, first-degree burglary, strangulation, first-degree criminal trespass and criminal mischief. Louw allegedly broke into a home and wrestled with an occupant, eventually placing him in a chokehold. Police arrested him less than 10 minutes later as he sat on a sidewalk outside the home.

• At 8:28 p.m. Thursday, Kegan Michael French, 32, of Warrenton, was arrested by the Clatsop County Sheriff’s Office on the corner of 12th Avenue and Wahanna Road in Seaside for driving under the influence of intoxicants.

• At 6:12 a.m. Friday, Andrew Dean Marteeny, 29, of Woodburn, was arrested by the Clatsop County Sheriff’s Office on Patriot Way in Camp Rilea for DUII and reckless driving.

• At 10:23 p.m. Saturday, Ian Scott Monroe, 26, of Seaside was arrested by the Clatsop County Sheriff’s Office on U.S. Highway 101 in Warrenton for DUII and reckless driving.

Physical Harassment

• At 2:13 p.m. Friday, Thomas Owen Mizell, 48, of Astoria, was arrested by the Astoria Police Department on the 300 block of West Marine Drive for physical harassment and strangulation. During a domestic argument, Mizell allegedly grabbed a woman by her throat and shoved her against the wall. She was found with redness and scratches around her neck.

• At 1:05 a.m. Saturday, Corey Conklin, 38, of Seaside, was arrested by the Seaside Police Department on the 800 block of Necanicum Drive for fourth-degree assault following a domestic argument.

• At 8:43 p.m. Friday, Joshua Mychal Edwards, 26, of Longview, Washington, was arrested by the Warrenton Police Department on Ridge Road near Camp Kiwanilong Road for driving under the influence of intoxicants and refusing to take a breath test.

• At 10:11 p.m. Friday, Adam Joseph Lamie, 22, of Astoria, was arrested by the Warrenton Police Department on Southeast Ensign lane near U.S. Highway 101 for DUII. His blood alcohol content was 0.18 percent.

• At 11:54 p.m. Friday, Harold Cox, 60, of Seaside, was arrested by the Seaside Police Department on the 800 block of North Holladay Drive for DUII, interfering with a police officer and resisting arrest. His blood alcohol content was 0.12 percent.

• At 1:58 a.m. Sunday, Christopher Young Bokor, 26, of Astoria, was arrested by the Astoria Police Department on Eighth Street near Marine Drive for DUII, reckless driving and unauthorized use of a motor vehicle. 911 callers reported their car, which matched the description of the one Bokor was driving, had been taken from their barn the previous night. Bokor allegedly told an officer he may have taken the wrong vehicle. He allegedly had drugs in his system.

He and a passenger previously crashed into a guardrail in a small black car.
