Three are charged with meth, heroin possession in Seaside

SEASIDE — Three people were arrested on drug-related charges after a search warrant was served at a property in Seaside.

On Saturday the Clatsop County Interagency Narcotic Team and detectives with the Seaside Police Department served a search warrant for drugs and stolen property at 1605 N. Wahanna Road.

The warrant was obtained after deputies and Seaside officers responded to several calls for service about squatting and drug-related activity at the residence, as well as numerous complaints from neighbors, According to a news release from the Clatsop County Sheriff’s Office.

During the search Saturday, officers arrested Logan Douglas Holt, 27, for two outstanding arrest warrants and delivery and possession of methamphetamine. Officers located and seized methamphetamine, heroin, digital scales, packaging material, records of drug sales and several other controlled substances during the search. Detectives also found and recovered stolen items, hundreds of used hypodermic needles and drug paraphernalia.

“Due to the dangerous living conditions in the residence, detectives contacted the Fire Marshal of Seaside and the Clatsop County electrical inspector, who determined the residence was dangerous and uninhabitable,” the release stated.

The evidence gave detectives probable cause to arrest two other suspects Monday. Vicky Renea Moyer, 43, was arrested for delivery and possession of heroin, possession of prescription amphetamine tablets and possession of ecstasy tablets. William Berkley Waddell, 46, was arrested and charged with delivery and possession of heroin and possession of methamphetamine.

Following the arrest, detectives obtained and served another search warrant on Moyer’s vehicle. They seized methamphetamine, heroin, a digital scale, several hundred dollars in cash and more records of drug sales.

The case was forwarded to the Clatsop County District Attorney’s Office for review.


Man suspected of encouraging child porn arrested.

This morning, the Astoria Police Department assisted the Oregon Department of Justice Internet Crimes Against Children Task Force by executing search warrants in the 100 block of Madison Avenue, relating to a child pornography investigation.

During a search of the residence, investigators also found firearms and ballistic body armor, which the subject of the investigation was banned from possessing.

Astoria Police investigators got an additional search warrant to seize those items.

William James Dixon Jr., 76, of Astoria, was arrested for six counts of first-degree encouraging child sexual abuse, six counts of second-degree encouraging child sexual abuse, felon in possession of a firearm and felon in possession of body armor.

The Mission of the task force is to protect Oregon’s children through community education and the identification, apprehension and prosecution of those who commit Internet crimes against children.

The Astoria Police Department is an affiliate of the Oregon Internet Crimes Against Children Task Force.

“This partnership allows us a multi-agency response to prevent, interdict, investigate, and prosecute Internet crimes against children. Being able to work and confer with the agents who have specialized training and equipment to address these types of investigations has proven successful for us in multiple investigations,” Astoria Deputy Police Chief Eric Halverson said.

Driving under the influence of intoxicants

• At about 12:28 a.m. Monday, Astoria Police arrested Joshua Nolan, 27, Seaside, after he drove through barricades set up at the New Youngs Bay Bridge roundabout. The barricades had been set up to block southbound U.S. Highway 101 while the bridge was being repaired over the weekend. Police said Nolan was visibly impaired when the arrived. When they asked him to exit his vehicle, he started walking to the bridge railing making suicidal statements. The officers stopped him and told him he was under arrest for driving under the influence of intoxicants. Nolan resisted arrest, but, after a struggle, was subdued. Police charged him with endangering a highway worker, reckless driving, DUII and resisting arrest. He was taken first to Columbia Memorial Hospital where he was medically cleared. A breath test revealed his blood alcohol content was at .20 percent, more than two times the legal limit. He was transported to the Clatsop County Jail.

Counterfeit money

• At 11:28 a.m. Sunday, an employee at the Mini Mart on West Marine Drive reported two counterfeit $20 bills. Astoria Police say they have not received any other reports about counterfeit money. “When we do start to see some, we usually start to see a lot of them,” Deputy Chief Eric Halverson said. He reminded businesses and community members to carefully check the money they receive.

• At 1:01 a.m. Saturday, Clatsop County Sheriff’s Office arrested Matt P. Kinnunen, 23, Knappa, for driving under the influence of intoxicants after he crashed his vehicle near milepost 4.5 on U.S. Highway 30.

• At 1:13 p.m. Saturday, Astoria Police arrested Justin Anthony Mathis, 24, Miles City, Montana, for fourth-degree assault and disorderly conduct on the 900 block of Marine Drive.

• At 6:15 a.m. Thursday, Astoria Police arrested Paul Fredrick Voeller, 61, Astoria, for driving under the influence of intoxicants, reckless driving and unlawful possession of prescription drugs on the 3200 block of Lief Erikson Drive.

• At 9:29 p.m. Monday, Warrenton Police arrested Shelley Renee Forrest, 58 , Seaside, for DUII, driving while license is suspended and failure to carry a license at Northeast King Street. Forrest’s blood alcohol was measured at 0.21 percent, according to police.

Theft

• At 10:13 p.m. Friday, Astoria Police arrested Cedar Chantrelle St. Onge, 22, Warrenton, for second-degree theft after she reportedly stole a chart full of groceries from Safeway. The groceries were valued at $129.32, according to police.


Man arrested for sexual abuse of teenager

The Clatsop County Sheriff’s Office arrested an Ilwaco, Washington, man Monday for the online sexual corruption and abuse of a local teenage girl.

Jesse Lee Jetland, 21, was charged with two counts of second-degree sodomy and one each of first-degree online sexual corruption, rape and burglary.

The arrest comes after a monthlong investigation by the Sheriff’s Office, which received a report in January indicating the parents of a local middle school student had found Jetland in their daughter’s bed. According to the Sheriff’s Office, evidence revealed Jetland had secretly entered the residence nearly a day earlier and hid in the bedroom with the girl while intermittently have sexual contact with her throughout the day.

Jetland used a social network to arrange an in-person meeting with the girl, providing her and a friend with marijuana and tobacco while at the residence. Parents of both girls are aware of the situation and have been assisting law enforcement. And further evidence indicates Jetland was communicating with other underage females in the county.

Two fires under investigation

Astoria Fire Department responded to two home blazes Sunday, one likely accidental and another suspicious.

Astoria Fire Chief Ted Ames said his department was dispatched at 4:30 a.m. Sunday to a fire at a home along Lief Erikson Drive between 44th and 45th streets. He said the fire extensively damaged the home’s interior, leaving a few portions of roof collapsing in on the structure.

The fire temporarily blocked traffic, with Astoria Police Department and the state Department of Transportation setting up a detour around the block. Ames said the fire investigation team will be at the site today to determine the cause. “At this point in time, it appears to be accidental,” he said.

On Sunday night, the Astoria Fire Department responded to a possible arson in Emerald Heights Apartments.

Ames said the fire department was dispatched to Halsey Road, where the police were responding to a situation he said preceded a fire in a second-story unit. His crew extinguished the fire, which he said gutted the interior of the unit and caused smoke and water damage to neighbors.

Astoria Police Department, which is investigating the suspected arson, was not immediately available for comment.

North Carolina fugitive arrested in Warrenton

A 25-year-old man wanted for murdering a woman in North Carolina knocked on the back door of the Warrenton Police station Friday night to turn himself in.

David Isaiah Godwin, of Newport, North Carolina, told a Warrenton officer that the police were “looking for me,” and he was wanted for murder.

The officer found Godwin had an arrest warrant out of North Carolina for homicide and dismemberment and was listed as armed and dangerous.

According to North Carolina media reports, Godwin is accused of murdering 37-year-old Wendy Tamagne in her apartment Tuesday evening. Officers said the woman was found beaten, strangled, stabbed, and her body was dismembered.

Godwin was arrested without incident and booked into Clatsop County Jail.

A detective from Morehead City Police Department in North Carolina was contacted by Warrenton Police and will be starting the process to bring Godwin back to face charges.

Godwin faces no local charges and is believed to have possibly taken a bus from North Carolina to Oregon, according to police.

• Troy Searls, 41, was arrested Friday at the Clatsop County Sheriff’s Office on one count of driving while under the influence of intoxicants and two counts of violating a release agreement. Searls had approached deputies about damage to his finger during an altercation at the Big O Saloon, but was found to be under the influence of a narcotic and arrested. He had been arrested the day before for driving while under the influence of intoxicants after the altercation at the saloon on Highway 202.

• Justin Pickett, 37, was arrested Saturday by the Sheriff’s Office on one count each of driving while under the influence of intoxicants and reckless driving.

• Thomas Clift, 61, was arrested Sunday by the Astoria Police Department on one count each of driving while under the influence of intoxicants and reckless driving.

• Brooke Smith, 20, was arrested Sunday by Astoria Police for driving while under the influence of intoxicants.


Man with knife robs Astoria Dairy Queen

Police are seeking details about a robbery of the Astoria Dairy Queen Sunday night.

Astoria Police received a report just before 8 p.m. Sunday that an unknown man armed with a knife took an undisclosed amount of cash from the register. Nobody was injured.

Officers from Astoria, Warrenton, the Clatsop County Sheriff’s Office and the Oregon State Police responded. A K-9 unit from the Sheriff’s Office was used to track the suspect but unsuccessful. Police did find evidence a short distance from the Dairy Queen that is being sent to the state crime lab for testing.

The suspect was described as average height with a muscular build, red and black pants and a dark-colored jacket. He was wearing a yellow mask and had blond eyebrows.

Accused murderers will return to area after waiving extradition

Christian J. Wilkins and Adeena M. Copell are coming home for trial. The Clatsop County couple is accused of killing Agate Beach man Howard Daniel Vinge, stealing his vehicle and RV and fleeing to Arizona.

The two were charged by the Clatsop County District Attorney’s office with murder, abuse of a corpse and two counts each of unauthorized use of a vehicle. Copell was also charged with hindering the prosecution by hiding or destroying evidence.

Vinge’s corpse was found Sept. 30 wrapped in material about 3 miles east of Astoria along U.S. Highway 30. The state Medical Examiner’s Office determined he died from blunt force trauma to the back of the head.

After the alleged murder, Copell and Wilkins reportedly stole Vinge’s RV and Lincoln Continental. Vinge’s motorhome was found abandoned about 12 miles east of Seaside near the intersection of U.S. Highway 26 and Oregon Highway 53.

The couple were found Oct. 4 near Flagstaff, Arizona, driving the Lincoln and were arrested for unauthorized use of a vehicle.

They appeared in court this morning in Coconino County Superior Court, which is equivalent to Clatsop County Circuit Court. During the hearing, they were given a copy of the grand jury’s indictment and the couple waived their right to an extradition hearing. District Attorney Josh Marquis said the pair will likely be arraigned locally in early November, after the county sends someone to transport them from Arizona.

Wilkins and Copell face a maximum sentence of life in prison for the alleged murder.

Investigators are asking anyone who had contact with Copell, Wilkins or Vinge since Sept. 1 to contact law enforcement at 503-325-2061. Police believe the couple befriended Vinge sometime during the summer, likely near Vinge’s home in Agate Beach.

Investigators learned that while allegedly disposing of the body between Sept. 21 and 27, the pair may have encountered a man and woman in a black car. Investigators are urging the potential witnesses to come forward.

Garibaldi man arrested after road rage incident

A Garibaldi man was arrested Tuesday evening after allegedly pointing a gun at two men in a utility truck during a road rage incident.

Jacob Allen Olson, 34, was arrested for menacing and unlawful use of a weapon. A rifle was recovered from his vehicle.

The incident began in Warrenton. The complainants alleged the suspect pulled out in front of them, making obscene gestures. Olson alleged he was being followed by the complainants.

The incident came to an end on Industry Street near Hamburg Avenue in Astoria, when Olson allegedly pointed a firearm at one of the complainants.

“It’s unfortunate that this situation progressed to this point,” Astoria Deputy Police Chief Eric Halverson said in a statement. “There are a lot of things that both parties could have done to prevent things from ending up this way.

Halverson advised drivers to be patient, stop following a vehicle if they believe there is a problem, pull over and let a tailgating driver pass, and call 911 if they believe a road rage incident is occurring.

“We’re grateful that this situation didn’t end up in tragedy,” he said.

Pathologist alleges toddler died of infection in Roden death penalty trial

The defense of accused killer Randy Roden presented a key medical witness Tuesday as it tries to prove a flesh-eating bacterial infection killed 2-year-old Evangelina Wing.

Roden, 28, has been charged with murdering his ex-girlfriend Dorothy Wing’s daughter and abusing her two sons, now 3 and 7, in a Seaside apartment the two shared two years ago. He faces the death penalty if convicted.

The couple called 911 on Dec. 20, 2014, after discovering Wing’s daughter unresponsive. Her two sons were also found injured and taken into protective custody. Prosecutors believe the children were tortured, burned, bitten and caged in the months before Evangelina Wing’s death, in one of the worst cases of child abuse in Clatsop County’s history.

Wing, who pleaded guilty in January to first-degree manslaughter and two counts of first-degree criminal mistreatment, testified last week. In exchange for testifying against Roden, she will receive a plea deal that brings her prison sentence down from a life sentence to approximately 15 years.

An autopsy found the toddler died of battered child syndrome with blunt force trauma to her head. But Roden’s attorney, Conor Huseby, argues that Dorothy Wing caused her daughter’s death through abuse, along with complications from the flesh-eating virus methicillin-resistant Staphylococcus aureus infection, which was found on the children. Huseby has sought to have the case dismissed because signs of the infection were never investigated.

On Tuesday, Huseby called Dr. Janice Ophoven, a Minnesota-based pediatric forensic pathologist hired by defense attorneys to provide expert testimony. Ophoven argued that while Evangelina Wing sustained abuse and neglect, she ultimately succumbed to septicemia, in which a bacterial infection enters the blood stream.

Ophoven disagreed with the state’s autopsy, arguing that some of the marks on Evangelina Wing and her brothers identified as burns were actually lesions from impetigo, a highly contagious skin infection that causes red sores.

“In my opinion, these children were literally covered with these open sores that were infected with bacteria,” she said.

If bacteria enters the blood stream from such sores, she said, the toxins they create can inhibit the body’s ability to maintain blood pressure.

“Children will eventually get to a condition known as irreversible shock,” Ophoven said.

The shock causes the body to lose consciousness, she said, and stops circulation to the brain. “Once you enter irreversible shock, you’re probably going to be gone within a couple hours or so.”

Ophoven said the autopsy should have considered infectious causes of death, taking more samples from the lesions and the heart muscles, on which abscesses were found.

Under questioning by Deputy District Attorney Ron Brown, who is leading the prosecution, Ophoven said her last autopsy was in 2009. She said her last autopsy in a suspected child homicide was in the 1990s. Brown also pointed to an autopsy performed by Ophoven in the 1980s in which she concluded a child died of natural causes, before the mother later admitted that her boyfriend suffocated the child.

Brown led Ophoven through a series of photos showing the marks on the bodies of Evangelina Wing and her two brothers, asking her if it looked like signs of trauma. Ophoven said she agreed there was child abuse, and that trauma played a part in Evangelina Wing’s injuries and death. But she maintained that the toxic bacteria entering the blood stream and leading to irreversible shock caused her death.

There should have been an infectious autopsy performed, she said, looking at things under a microscope instead of with the naked eye. “You have to look at it scientifically. We (forensic pathologists) are not supposed to speculate.”
