• At 12:18 a.m. Thursday, Seth Palmeno-Arroyo, 26, of Portland, was arrested by the Astoria Police Department on Industry Street near the West Mooring Basin and charged with driving under the influence of intoxicants. His blood alcohol content was 0.19 percent.
